After patch 8.0.1 and the changes to professions for Battle for Azeroth, your character must have 100 skill in Legion Leatherworking and completed the rest of the Legion leatherworking quest chain in order to get Mounting Made Easy. I finished Time Well Spent but never got the follow-up quest, Mounting Made Easy.
